Understanding the Proposed Rewrite of 2 CFR: What the OMB Uniform Guidance Proposed Rule Means

On May 29, 2026, the Office of Management and Budget published a proposed rule rewriting the Uniform Guidance at 2 CFR Part 200, which is the framework that governs every federal grant, cooperative agreement, and pass-through award. The proposed rule is the most substantial revision to federal grants administration since 2013, with comments due July 13, 2026. Join NACo, NLC, USCM, GFOA, ICMA, and IMLA on Wednesday, June 17 from 2:00 to 3:00 PM Eastern for an educational briefing on what the proposed rule does, how it affects local government operations, and what local governments and their partners need to know as the comment deadline approaches.
